Members of the taskforce have formed a Ballot Measure Committee (legal state registered) in order to raise funds to pay for educational materials, advertising, and other expenses. The Ballot Measure Committee is called “Yes! On Home Rule” The group will act outside of the CRC umbrella and will have its own website with links to campaign materials and candidate information. This committee will be able to collect donations, keep accurate financial records, and file follow-up paperwork with the PDC while advocating for the passage of a Home Rule Charter in Jefferson County.
The Home Rule Task Force (the original group of the CRC) will be sponsoring 3 public “Meet the Candidate” forums in September and October. These will be PUBLIC INFORMATION forums that allow the candidates in each district to present their statements and platforms and also to answer questions from the public.

August 14th, 15th and 16th fifty-one Jefferson County citizens signed up to run for Freeholder in the November election. Elected Freeholders will use regularly scheduled Open Meetings and citizen input as a basis for decisions, and will design the Home Rule Charter and form of government to go on the ballot at a future date (hopefully in 2014) That form, which the CRC taskforce hopes will include Initiative and Referendum as well as a simple Bill of Rights, can then be adopted by voters.

IMPORTANT UPCOMING COMMUNITY MEETINGS:
Charter information meeting to be presented by the County for potential Freeholders: MONDAY AUGUST 12th at 6:00PM in the Superior Court at the County court house. If this changes, we will let you know.
Today, Monday, August 5th at the Jefferson County Board of Commissioners meeting, the Resolution for Home Rule to be placed on the November 5 ballot was passed unanimously by the three commissioners. However, the commissioners have given us a very short time frame in which to get organized, so we must move quickly. Filing as a Freeholder starts 8:30 a.m. on August 14 and ends at 4:30 p.m. on August 16.
Now that the petition for Home Rule Charter has been validated by the Auditor, anyone who has been a resident of the County for at least 5 years and is a registered voter can pay the $25 fee to be placed on the ballot as a Freeholder.
The Community Rights Coalition of Jefferson County is looking for people to run for freeholder positions from all three commissioner districts. We are looking for people who will support the position of creating a basic charter that includes the right for citizens to use initiative and referendum and a basic Community Bill of Rights to help direct the county. If you are that person, please come to an informational meeting for prospective Freeholders.
The Community Rights Coalition Home Rule Charter Task Force will hold an Informational Meeting for prospective Freeholders.
Date: Wednesday, August 7
Time: 6:00 p.m.
Place: Tri-Area Community Center, Chimacum, Washington
At this meeting, members of the Task Force will cover the following information:
Who can qualify to be a prospective Freeholder under State requirements
How to register as a Freeholder Candidate
How a Freeholder is elected
What tasks Freeholders are given once they are elected
From the Community Environmental Legal defense Fund (CELDF) website
“Communities across the country, trying to stop a wide range of threats – such as fracking, spraying, mining, factory farming, sewage sludging, water privatization, coal shipments, unsustainable energy development, and genetically modified seeds – all run into the same problem: they don’t have the legal authority to say “no” to them. The Community Environmental Legal Defense Fund organizes in communities facing such threats. We’ve created this short video to share with you how a structure of law has developed that stands in the way of us saying “no” to harmful activities such as fracking, and prevents us from building sustainable food, energy, water, and other systems. It walks step-by-step through the barriers we face in our communities and what communities are doing – and what you can do – about it.”
Watch a 20 minute video on what a citizen can do to stop the insanity.
2500 signatures were submitted to place Home Rule Charter on the Jefferson County ballot in November. The vote would also include picking “freeholders” to work on drafting a charter for the county. Supporters and petitioners met early July 30th . The petitions were turned into the county auditor and the elections supervisor. The local newspapers were there and asked plenty of good questions and then both the Port Townsend Leader reporter Tristan Hiegler, and the Peninsula Daily news reporter wrote excellent stories about the event.
IT’S NOT OVER UNTIL IT’S OVER
The Community Rights Coalition of Jefferson County Chartering Taskforce is continuing to collect signatures right up to the deadline of August 6th. The group wants to make sure that they have enough valid signatures to make the November ballot. 2010 are needed, 2500 were handed in and another 500 are now being collected. Please consider circulating a petition for the effort.
Once enough signatures are validated the County Board of Commissioners will put out a call for “Freeholders” and those who wish to file for the unpaid positions will have three days to apply to be listed on the ballot. According to the county auditor Donna Eldridge, there will probably be a filing fee. The amount exact amount for the filing fee will be set by the county commissioners.
